The reasons are: (1) walking zones should be <br />determined by the School Board; (2) record keeping for state <br />reimbursement should be administered by the School Administration <br />as state reimbursement is payable to the schools; (3) one <br />philosophy behind giving every pupil free transportation is that <br />school transportation is a necessary part of the total free school <br />system; (4) the running of the busses will require close <br />coordination with the School Administration and school hours may <br />have to be adjusted to bus runs. <br /> <br />If the School Board takes over the bus system, it is possible <br />that some of the current transit administrative costs can be <br />absorbed by existing school personnel which will reduce the <br />additional costs to the city of providing free bussing for all <br />pupils. Also, additional cost savings may possibly be obtained <br />by doing some maintenance within the School Shop Program. <br /> <br />Summary: <br /> <br />The additional costs to the tax payers of providing free bussing <br />will range between $l4,578 and $19,522 depending on how many <br />pupils ride the bus, less any savings in administrative costs <br />incurred by School Administration organization changes and <br />maintenance done in the School Shop Program. <br /> <br />Arguments For and Against: <br /> <br />Arguments against free bussing for all pupils are as follows: <br /> <br />3S <br /> <br />". - --. -. ._,.-._._"-_.._._._._~--,_.._,._.~-- <br />
