Councilman Oakes pointed out that, <br /> <br />if the City continues the public transit operation with Federal funding, or perhaps <br /> <br />otherwise, the City would be committing itself for a period of ten-to-fifteen years <br /> <br />not only to the operation but also to the annual operating deficits. The motion was <br /> <br />carried unanimously. <br /> <br />- <br /> <br />Mr. Tom McAnn, of Municipal Advisors, Inc., a firm recently retained by the City to <br /> <br />present findings, conclusions and recommendations relating to the compensation ~f the <br /> <br />City's employees and (to) the classification of certain positions within the City <br /> <br />government, discussed with Council certain aspects of said findings, conclusions <br /> <br />and recommendations, emphasizing the fact that this firm's recommended pay range scale <br /> <br />should be treated solely as a merit plan or system, with updating thereof periodically <br /> <br />to reflect cost-of-living changes; and, as such, would require a most careful <br /> <br /> <br />administering by City officials through sound criteria to be developed and/or adopted. <br /> <br /> <br />Council continued this report for further study and consideration. <br /> <br />Upon receiving the budget requests of the several local "constitutional" officers for <br /> <br />the fiscal year ending June 30, 1978, Council took no action thereon, pending the receipt <br /> <br />and adoption of the City's total 1977-78 budget, except to recommend to the State <br /> <br />Compendation Board, in reporting this "no action", that the new position of Chief <br /> <br />Deputy to the Commissioner of the Revenue, as proposed by the Commissioner of the <br /> <br />Revenue, be eliminated and/or disallowed. <br /> <br />Considering further (from its March 8th meeting) the question of whether "road-blocks" <br /> <br />or "tollgates" for charitable solicitations should be continued or restricted, as posed <br /> <br />by Councilman Greene, Council reviewed a written report from Mr. Irving R. McGhee, <br /> <br />Traffic & Planning Director, and a letter from the Martinsvil1e Volunteer Fire Company, <br />
