<br />~50 <br /> <br />TUESDAY <br /> <br />MARCH 8, 1977 <br /> <br />Council continued for study, pending the re-defining of certain specifications by <br /> <br />the City's administrative personnel, a proposal (submitted by said personnel) to <br /> <br />amend the City's subdivision development requirements and/or regulations, whereby-- <br /> <br />under certain conditions--the City might share in the cost of constructing access <br /> <br />streets (where necessary or needed) to subdivisions proposed to be developed in <br /> <br />areas not already accessible by streets. <br /> <br />Council also continued for study, and consideration at its next regular meeting, <br /> <br />the filing of a "final" application (a pre-application having already been filed, <br /> <br />of which a small segment involving the constructing of a connection street between <br /> <br />Pony Place and Route 57 West has been tentatively approved, in the amount of <br /> <br />$8,500.00) for Community Development (Federal Block-Grant) funds, it being noted <br /> <br />that other projects made a part of the pre-application do not fall within the <br /> <br />required priority ratings established by the Federal Government's Department of <br /> <br />Housing & Urban Development. <br /> <br />It being noted that the City, because its population size does not meet requirements, <br /> <br />can not of itself be eligible to be designated an Economic Development Area and, <br /> <br />therefore, can not qualify for certain Federal funds available for economic planning, <br /> <br />and it being further noted that the City can avail itself of such funding by being <br /> <br />included in the larger area consisting of Henry County, if Henry County is designated <br /> <br />as Economic Development Area, Council unanimously adopted the following resolution <br /> <br />requesting such inclusion: <br /> <br />WHEREAS, the City of Martinsville has been found to be eligible to be <br />included in an Economic Development Area, and <br /> <br />WHEREAS, the Council of the City of Martinsville desires to secure for the <br />City the advantages of becoming eligible for inclusion in such a <br />designated area; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled, that the City be, and it is hereby requested to <br />be, included in any Economic Development Area which may be designated by <br />the request of the Board of Supervisors of Henry County, Virginia. <br />
