<br />348 <br /> <br />TUESDAY <br /> <br />MARCH 8, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, March 8, <br /> <br />1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice <br /> <br />Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held February 22, 1977. <br /> <br />Upon motion, duly seconded and unanimously carried, Council directed that the <br /> <br />energy conservation measures and plans presented to Council at its February 22nd <br /> <br />meeting, developed at the request of Councilman Oakes and applicable to all City <br /> <br />properties and equipment, shall be the adopted official energy conservation <br /> <br />policy of the City for its properties and equipment. <br /> <br />Mr. Benjamin R. Gardner, Attorney at Law and President of the Martinsville-Henry <br /> <br />County Chamber of Commerce, accompanied by other officials and members of this <br /> <br />organization, appeared before Council in connection with the Chamber's Executive <br /> <br />Committee's request (by letter dated February 2, 1977) for a contribution of <br /> <br />$4,500.00 from the City of Martinsville toward the cost of constructing a new <br /> <br />Chamber of Commerce building at its present site at ll5 Broad Street, noting that <br /> <br />a request for a like amount has been made of the Henry County Board of Supevvisors. <br /> <br />In addition to these requests, the building cost financing plan, as proposed by <br /> <br />the Chamber's Executive Committee and/or its Building Committee, anticipated <br /> <br />Chamber membership dues being increased, in effect, to the extept that members will <br /> <br />pay during the next three years the equivalent of such members' dues as would <br /> <br />normally be due for the next four years. Councilman West inquired of these Chamber <br /> <br />representatives whether their request for a contribution from the City of Martinsville <br />
