348 TUESDAY MARCH 8, 1977 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William D. Hobson presiding, was held Tuesday, March 8, 1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. After the invocation, Council approved--as recorded--the minutes of its regular meeting held February 22, 1977. Upon motion, duly seconded and unanimously carried, Council directed that the energy conservation measures and plans presented to Council at its February 22nd meeting, developed at the request of Councilman Oakes and applicable to all City properties and equipment, shall be the adopted official energy conservation policy of the City for its properties and equipment. Mr. Benjamin R. Gardner, Attorney at Law and President of the Martinsville-Henry County Chamber of Commerce, accompanied by other officials and members of this organization, appeared before Council in connection with the Chamber's Executive Committee's request (by letter dated February 2, 1977) for a contribution of $4,500.00 from the City of Martinsville toward the cost of constructing a new Chamber of Commerce building at its present site at ll5 Broad Street, noting that a request for a like amount has been made of the Henry County Board of Supevvisors. In addition to these requests, the building cost financing plan, as proposed by the Chamber's Executive Committee and/or its Building Committee, anticipated Chamber membership dues being increased, in effect, to the extept that members will pay during the next three years the equivalent of such members' dues as would normally be due for the next four years.
