<br />34 <br /> <br />FEBRUARY 22, 1977 <br /> <br />TUESDAY <br /> <br />the right to annex. <br /> <br />To our knowledge no one has refuted Martinsville's calculations <br />which lead to the probability just expressed. As long as the <br />Bill contains such an adverse probability, it can not be a good <br />Bill. One way to reduce or eliminate that probability is to <br />amend the population aspect of the formula so as to lessen the <br />emphasis on population. <br /> <br />Please consider another change, to allow a city up to ten years, <br />after a county gets immunity, to decide whether to participate <br />in the growth sharing feature. The present requirement of an <br />almost immediate decision is unjust and not necessary to the <br />intent of Chapter 26.l. <br /> <br />.- <br /> <br />Realizing that amendments to the formula are statistical in nature <br />and that not enough time is available in this Session to devise <br />such amendments, Council feels that the only way for justice to <br />prevail is that this Bill be carried over, pending requirement of <br />full disclosure of absolutes to all cities, in the form of specific <br />figures, rather than the "indefinites" now available. <br /> <br />Council's concern is genuine, and well documented by the testimony <br />of various councilmen before various members of the Legislature. <br />Council wants both the County and City to be treated fairly in this <br />Legislation, and in all matters. <br /> <br />Upon motion, duly seconded and unanimously carried (by recorded vote), Council <br /> <br />convened into an Executive Session to consider a personnel-contractual matter, <br /> <br />viz., to consider a proposal from John W. Bouldin, Jr., City Treasurer, for <br /> <br />the handling and selling of City motor vehicle license decals and tags for <br /> <br />the license tax year beginning March l, 1977, it being noted that <br /> <br />-- <br /> <br />Mr. Andrew L. Schilbe, after a number of years as the City's agent--as well as <br /> <br />the State's agent--in this capacity, has accepted other employment. Following <br /> <br />said Executive Session and upon reconvening into regular session, Council <br /> <br />unanimously authorized the City Treasurer to employ two additional and temporary <br /> <br />personnel, for a period of six weeks beginning March l, 1977, to assist the Treasurer <br /> <br />in the handling and selling of said license decals and tags. <br /> <br />Council was adjourned. <br /> <br />c' . <br /> <br />W.
