<br />3.4 <br /> <br />TUESDAY <br /> <br />FEBRUARY 22, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, February 22, 1977, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; <br /> <br />L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, given by the Reverend Chevis F. Horne, Pastor of the First <br /> <br />Baptist Church, Martinsville, Virginia, Council approved--as recorded--the minutes <br /> <br />of its regular meeting held February 8, 1977. <br /> <br />Pursuant to Council's action taken during its regular meeting held February 8, <br /> <br />1977, further consideration was scheduled jointly with the Martinsville Planning <br /> <br />Commission on the Application for a Special-Use Permit filed on October 26, 1976 <br /> <br />by Mr. Victor A. Lester, seeking permission to construct a forty-unit apartment <br /> <br />complex on property fronting Smith Lake Road, off Forest Street, denial of which <br /> <br />application was recommended (to Council) by the Planning Commission in its report <br /> <br />dated January 5, 1977 and received by Council at its meeting held January ll, 1977; <br /> <br />however, through City Manager Noland, Council was apprised of the withdrawal by <br /> <br />Mr. Lester of said application and, also, that Mr. Lester (through his attorney) <br /> <br />has indicated that he intends to re-file an application or file an amended <br /> <br />application within the near future.
