The success of the CBD effort will depend on the combined <br />effort of the City government, private business operators, <br />and property owners within the CBD, with the primary <br />responsibility for public facilities such as streets, <br />utilities, etc. resting with the City, and the <br />redevelopment of property and improvement of buildings <br />being the responsibility of private enterprise. <br /> <br />F. The establishment of a clear policy regarding future <br />downtown redevelopment and the role of both the City <br />government and private enterprise regarding the <br />redevelopment effort will enhance the possibility <br />of the reoccupancy of vacant buildings within the CBD. <br /> <br />Upon recommendation of the Director of Finance, concurred in by City <br /> <br />Manager Noland, Council appropriated from its General Funds' Emergency <br /> <br />Account the sum of $900.00 to finance the cost of rearranging equipment <br /> <br />and quarters in the Utility Billing Division office, to make more <br /> <br />compact said quarters. <br /> <br />Council expressed agreement, in response to Mayor Hobson's inquiry, with <br /> <br />the continuation of Council's past policy of considering in Executive <br /> <br />Session any nominees for membership positions on the several boards and <br /> <br />commissions (excluding the Planning Commission, whose members are appointed <br /> <br />or reappointed by the Mayor, pursuant to Section 2-6 of the City Code) prior <br /> <br />to such nominees being notified that they are consideration for appointment(s) <br /> <br />and prior to such nominees being contacted as to their willingness to serve, <br /> <br />if appointed. <br /> <br />In response to Vice-Mayor Cole's inquiry, Council discussed the heretofore- <br /> <br />mentioned State's anticipated budget deficit or "shortfa11" for the current <br />
