<br />32 <br /> <br />TUESDAY <br /> <br />JANUARY 11, 1977 <br /> <br />Executive Committee's position on this matter, as stated in the League's <br /> <br />analysis dated January 7, 1977, as follows: <br /> <br />- <br /> <br />The ,~ Executive Committee has reviewed H. B. 855 set <br />for public hearing January 13, 1977 before your <br />committee. We are opposed to many features of H. B. 855 <br />and believe it does not address the needs of the <br />Commonwealth, population criteria for town-to-city <br />status totally unacceptable, financial offsets for urban <br />county immunity not sufficient, and revenue growth <br />sharing proposal not sufficient. We urge you to <br />either continue the (present) moratorium (on annexation) <br />and restudy this measure or vote against H. B. 855. <br /> <br />Upon motion, duly seconded and unanimously carried, Council appointed <br /> <br />Mr. Willard B. Harris, Vice President for Finance for Tultex Corporation, <br /> <br />(upon nomination by Councilman West) and Vice-Mayor William C. Cole, Jr. <br /> <br />(upon nomination by Councilman Oakes) to membership on the City's Central <br /> <br />Business District ("CBD") Commission. <br /> <br />Mr. George W. Brown, Assistant City Manager-Public Works Director and <br /> <br />Chairman of the CBD Commission, reported to Council that, as a result of <br /> <br />a meeting held January 11, 1977 by the CBD Commission, the Commission <br /> <br />now recommends that emphasis on further development of the downtown <br /> <br />business district be shifted to the private sector or private business <br /> <br />interests, noting that there is some interest on the part of private <br /> <br />interests to develop present properties within the block bounded by <br /> <br />Main Street, Bridge Street, Church Street, and Walnut Street and, <br /> <br />therefore, the original plan for developing (by public funds) this <br /> <br />block (acquiring properties, etc.) should be discarded, particularly in <br /> <br />view of the investment of public funds in the block immediately west and in <br />
