Hobson presiding, was held Tuesday, January <br /> <br />11, 1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., <br /> <br />Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />.;...-.... <br /> <br />regular meeting held December 30, 1976. <br /> <br />In connection with an application for a Special-Use Permit, as filed with <br /> <br />Council on October 26, 1976 by Mr. Victor A. Lester, seeking permission to <br /> <br />construct a forty-unit apartment complex on Smith Lake Road, off Forest <br /> <br />Street, the Planning Commission reported that--at its public hearing conducted <br /> <br />December 16, 1976 on this application--considerable opposition to applicant's <br /> <br />proposal was registered by citizens residing and/or owning property in the <br /> <br />area and, furthermore, the Commission now recommends denial by Council of <br /> <br />applicant's application for the following reasons: <br /> <br />,- <br /> <br />(1) With completion and occupation of already-approved <br />apartments, plus the forty units under consideration, <br />there would be an increase of ten-to-fifteen percent <br />in motor vehicle traffic on Forest Street, with the <br />present traffic volume presently being at an <br />undesirable level; <br />(2) Forest Street is the only paved access to the area at <br />the present time; and <br />(3) Applicant has given no assurance that he would <br />construct the proposed apartment complex in <br />accordance with stated plans. <br />
