<br />304 <br /> <br />TUESDAY <br /> <br />DECEMBER 14, 1976 <br /> <br />On May 27, 1975, Mr. Brown reported that the state had agreed <br />that an Area Agency could be established within the guidelines <br />prescribed by Council, and that four jurisdictions had <br />expressed an interest in the program--Pittsylvania County, <br />Danville, Franklin County and Martinsville. Council unanimously <br />voted approval of the tentative plan for the formation of the <br />Agency. <br /> <br />At various meetings between May 27, 1975 and September 28, <br />1976, Council appointed Mrs. John Manson to work with other <br />appointees from participating jurisdictions on a Constitution <br />and By-Laws, approved the Constitution and By-Laws thereby <br />becoming a member of the agency, appointed Mr. Curtis Bouldin <br />and Mrs. John Manson as the City's representatives to the <br />Agency's board, hired a Senior Citizens Director, approved <br />a proposed work plan, and applied for a Federal Grant to <br />renovate a building which the City owned to make it suitable <br />for use by the handicapped and as a center for senior citizens. <br /> <br />Between February 25, 1975 and November 23, 1976, the program <br />for the elderly was discussed twelve times at different <br />Council meetings. Each time, the matter was placed on <br />Council's meeting agenda, advertised in the usual manner, <br />and citizens were invited to speak at each meeting. Council <br />took nine recorded votes at nine of the twelve meetings in <br />which the program was discussed. All nine votes passed <br />unanimously. <br /> <br />The Cost Of The Program: <br /> <br />The local Agency budget, which Council approved on September <br />28, 1976, calls for a $348 cash expenditure by the City and <br />a $12,025 cash expenditure by the Federal Government between <br />October 1, 1976 and September 30, 1977. The Federal Government <br />expenditure includes reimbursement to the City for some items, <br />such as telephone, which were already budgeted for the General <br />Fund; therefore, according to Mr. Noland, the true cash outlay <br />by the City is less than $348. <br /> <br />The renovation to the city-owned building on Moss Street to a <br />senior citizens center, meeting place for the handicapped and <br />meeting place for other recreational groups is funded <br />entirely by the Federal Government. No local funds have <br />been appropriated. <br /> <br />The proposed application for a 15 passenger van for use by <br />the Recreation Department is for $9200. $8000 for the van <br />and $1200 for the first year's gas, maintenance and insurance. <br />The City's match consists of $1196 in-kind services of a <br />
