<br />~98 <br /> <br />TUESDAY <br /> <br />DECEMBER 7, 1976 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held Tuesday, December 7, 1976, in the Council Chamber, City <br /> <br />Hall, beginning at 7:30 P.M., for the purpose of considering and/or deciding <br /> <br />whether to file an application for a Federal grant under the terms of the <br /> <br />Federal Government's recently-enacted "Anti-Recession Fiscal Assistance Act". <br /> <br />All members of Council were present, viz., William D. Hobson, Mayor; <br /> <br />William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis <br /> <br />T. West. <br /> <br />After stating the purpose of this meeting, as set forth hereinabove, City <br /> <br />Manager Noland reviewed with Council the purposes of said "Anti-Recession <br /> <br />Fiscal Assistance Act" as well as the basis (i.e., rate of unemployment) <br /> <br />governing the qualifying of local governments for grants under this program, <br /> <br />with the conclusion having been reached some weeks ago that Martinsvi1le could <br /> <br />not qualify for such grants because of Martinsvi1le's relatively low rate of <br /> <br />unemployment. City Manager Noland reported, further, that a determination <br /> <br />has more recently been made, indicating that the City of Martinsvil1e would <br /> <br />qualify for such grants, in the amount of $7,352.00 and $3,428.00 for the <br /> <br />first and second quarters (respectively) of fiscal 1976-77, if the City <br /> <br />will execute a "Statement of Assurances" (or letter of intent) and return <br /> <br />same to the Federal Government's Office of Revenue Sharing by December 13, 1976. <br /> <br />After some discussion, Council unanimously authorized City Manager Noland to <br /> <br />execute the required "Statement of Assurances" and forward same to the Office of <br /> <br />Revenue Sharing before December 13, 1976, meanwhile deferring until a future meeting <br /> <br />a decision as for what purpose these funds will be appropriated and expended, <br /> <br />keeping in mind City Manager Noland's suggestion that these funds be allocated to <br /> <br />the cost of the City's 1977 street-paving program. <br /> <br />Council was adjourned. <br /> <br />. ._~ >::'--:":-"r ',.::( t.
