<br />:90 <br /> <br />TUESDAY <br /> <br />NOVEMBER 23, 1976 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled this twenty-third <br />day of November, 1976, that the Zoning Map of the City of <br />Martinsville be--and is hereby--amended to effect and <br />reflect a "p-2 Professionaltl zoning of all that certain <br />area fronting the east side of Fairy Street (Extension) <br />from the original north line of the Elks (BPOE) Club <br />property to the north line of property formerly known <br />as "Guardian Care" property. <br /> <br />Assistant City Manager-Public Works Director George W. Brown, Chairman of <br /> <br />the CBD Commission, presented a written report of the findings of the CBD <br /> <br />Commission as to usage by the public of off-street parking facilities <br /> <br />during the just-concluded trial period of "free-parking-on-Saturdaystl, <br /> <br />which report included the recommendation that this policy be extended <br /> <br />through January 31, 1977. After some discussion, including the question <br /> <br />as to whether the CBD Commission proposes a long-term policy of "free- <br /> <br />parking-on-Saturdays" or extending from time-to-time, with the indication <br /> <br />from the Commission Chairman that its recommendations thereon are contingent <br /> <br />upon an evaluation at the end of January, 1977, Council authorized the extending <br /> <br />of this policy through January 31, 1977, all Councilmen voting for the <br /> <br />authorizing motion, with the exception of Councilman Greene, who abstained <br /> <br />from voting. <br /> <br />After reviewing the financial report of the City's income and expenditures for <br /> <br />the quarter ended September 30, 1976, including the Finance Director's <br /> <br />projections to June 30, 1977, and after receiving the following analysis <br /> <br />thereon from Councilman Greene, Council requested City Manager Noland to <br /> <br />examine these projections and, within a reasonable period of time, present his <br /> <br />recommendations as to the best usage of such excess funds as are projected: <br /> <br />"-"""'"'"';------~-_._._"..~._,..~~".,.~~~"_.,--""-^'._.
