<br />E. ENCROAC~~NT LINES - The lateral limits or line drawn along each side and <br />generally parallel to a watercourse, body of water, or ravine to preserve <br />the flood carrying capacity of the stream or other body of water and its <br />flood plain, and to assure attainment of the basic objective of improvement <br />plans that may be considered or proposed. Their location along a stream <br />should be such that the floodways between them will effectively carry and <br />discharge a flood of not less than the 100 year flood hereinafter referred <br />to. <br /> <br />F. EQUAL DEGREE OF ENCROACH}ffiNT - A standard applied in determining the <br />location of encroachment lines so that the hydraulic capacity of flood <br />plain lands on each side of a channel are reduced by an equal amount due <br />to flood plain encroachments. This standard will not be applied where <br />encroachment prior to this ordinance exists. <br /> <br />G. FLOOD - A temporary rise in stream flow or stage that results in inundation <br />of the areas adjacent to the channel. <br /> <br />H. FLOOD HAZARD AREA - The maximum area of a flood plain which will be inundated <br />by a 100 year flood, an Intermediate Regional Flood (a flood of magnitude <br />which may occur on an average of once in 100 years, or has a 1% chance each <br />year). The Flood Hazard Areas are shown in the Special Flood Hazard Information <br />Report on Smith River, by the U. S. Corps of Engineers, August 1971, on maps <br />prepared by the City's Engineering Division based on available historic and <br />hydrologic data, and on maps to be prepared by the Department of Housing and <br />Urban Development. <br /> <br />~- <br /> <br />I. FLOOD PLAINS - The areas of land which have in the past been covered or can <br />be reasonably expected in the future to be covered temporarily by flood waters. <br /> <br />J. FLOODWAY FRINGE (F.F.) - That portion of a flood plain which is in a Flood <br />Hazard Area, but which is outside of the F100dway. <br /> <br />K. FLOODPROOFING - Combinations of structural provisions, changes, or adjustments <br />to properties and structures subject to flooding, designed and used primarily <br />for the reduction or elimination of flood damages to properties, water and <br />sanitary facilities, structures, and contents of buildings in the regulatory <br />flood plain. <br /> <br />/'"" <br /> <br />L. FLOODWAY - The channel of a river, other watercourse or ravine and those <br />portions of the adjoining flood plains which are reasonably required to <br />carry and discharge the waters of the 100 year flood (Intermediate Regional <br />Flood). The floodway will be deemed to be a nonencroachable area. <br /> <br />M. OBSTRUCTION - Any dam, wall, wharf, embankment, levee, dike, pile, abutment, <br />projection, excavation, channel rectification, culvert, building, wire, fence, <br />stockpile. refuse, fill, structure, or matter in, along, across, or projecting <br />into any channel, watercourse, or flood hazard area which may impede, retard, <br />or change the direction of flow of water, either in itself or by catching or <br />collecting debris carried by such water; or matter of any kind which is placed <br />where the flow of water might carry the same downstream, resulting in damage <br />to property or the endangerment of life. <br /> <br />-2- <br />
