<br />2C(i <br /> <br />TUESDAY <br /> <br />JUNE 8, 1976 <br /> <br />By petition dated June 8, 1976, the Martinsvil1e Corvette Club, Inc., through <br /> <br />Mr. Edward E. Wolfe, its president, filed an application for a Special-Use <br /> <br />Permit which, if granted, would allow petitioner to conduct a bicycle <br /> <br />"Autocross" at Liberty Heights Fairgrounds on Saturday, September 18, 1976. <br /> <br />Council referred this petition and application to the Planning Commission <br /> <br />for its consideration and recommendation. <br /> <br />In resuming its study and consideration of the City's proposed 1976-77 <br /> <br />Budget, Council discussed with Dr. Robert W. Hartley, Director, and <br /> <br />Mr. Norman J. Paulsen, Administrator, of the Martinsville-Henry County Health <br /> <br />Department, that department's budget requests for 1976-77, reflecting the <br /> <br />City's share of same at $41,505.00. Following this discussion, Council <br /> <br />determined that the City's proposed 1976-77 revenue estimates can be increased <br /> <br />by $2,000.00 in anticipation of a return to the City of un-used funds. <br /> <br />Council then discussed with Mr. D. B. Hanel, Commissioner of the Revenue, the <br /> <br />scope of the responsibilities of his office and the duties performed by his <br /> <br />personnel as well as statutory regulations relating to the reassessment of <br /> <br />real estate within the City. <br /> <br />Next, Council studied the proposed budgets for the City's three utility <br /> <br />systems, viz., water, sewer and electric, directing that certain adjustments <br /> <br />therein (both as to requested appropriations and as to estimated revenue) <br /> <br />be made, following which Council concluded that--with adjustments already <br /> <br />made and, perhaps, other adjustments yet to be made--it appears that a <br />
