<br />..,.;. r. <br />I, t <br />JL ,-" <br /> <br />TUESDAY <br /> <br />MARCH 23, 1976 <br /> <br />Inasmuch as the Planning Commission has been unable, for lack of a quorum, <br /> <br />to conduct its duly-advertised public hearings on the following two <br /> <br />matters referred by Council to the Commission, and pursuant to the <br /> <br />Commission's suggestion, Council called for duly-advertised public hearings <br /> <br />to be conducted jointly with the Planning Commission at Council's forthcoming <br /> <br />April 27th meeting on said matters, viz., (1) on a petition filed January 27, <br /> <br />-, <br /> <br />1976 by Mr. & Mrs. J. Bailey Henderson, seeking the rezoning from "R-6 Residential" <br /> <br />to "P-2 Professional" that certain lot identified as 231 Starling Avenue; and <br /> <br />(2) on an application for a Special-Use Permit filed February 10, 1976~ by the <br /> <br />West Martinsvi11e Jaycees, seeking permission to sponsor the Sells & Gray Circus <br /> <br />at Liberty Heights Fairgrounds on May 19, 1976. <br /> <br />Pursuant to and supplementing action taken at its regular meeting conducted <br /> <br />March 9, 1976, pertaining to Health Systems Agencies (or Public Law 93-641, <br /> <br />Health Planning & Resources Act of 1974), Council unanimously adopted the <br /> <br />following resolution expressing opposition thereto, as presently constituted, <br /> <br />and requesting the City's representatives in the United States Congress to <br /> <br />call for congressional review thereof, that certain objectionable <br /> <br />features--as cited in the reso1ution--might be eliminated: <br /> <br />WHEREAS, under date of January 4, 1975, the Congress of the United <br />States enacted, through Public Law 93-641~ the National Health <br />Planning & Resources Act of 1974; and <br /> <br />WHEREAS, this Act contemplates the establishing of 202 health <br />planning areas throughout the United States, in which (areas) <br />health systems agencies (designated by the U. S. Department of <br />Health, Education & Welfare) will be responsible for health planning <br />and development for and among communities within the respective <br />areas; and <br /> <br />WHEREAS, this Act places the authority for the planning and the <br />expenditure of public funds in autonomous health planning agencies <br />not accountable to the people through elected officials; and <br />
