<br />u!3 <br /> <br />TUESDAY <br /> <br />AUGUST l2, 1975 <br /> <br />sufficient amount for the new deputy's salary from the General Fund's Emergency <br /> <br />Account for the remainder of the 1975-76 fiscal year. <br /> <br />Pursuant to Council's request from its meeting held February 10, 1975, Wiley & <br /> <br />Wilson, Consulting Engineers, through Mr. Owen Bludou, presented a report <br /> <br />entitled "Community Development Program" in which was an analysis and summary of <br /> <br />existing community needs, as obtained from five neighborhood meetings held in <br /> <br />March and April of 1975, as well as a program designed to meet such needs through <br /> <br />various funding sources, including financial assistance through the Federal <br /> <br />Community Development Act of 1974, if applied for and if approved by the <br /> <br />appropriate Federal agency. The program, as presented, encompassed a total of <br /> <br />thirty-three projects at an estimated cost of $5.28 million dollars over a period <br /> <br />of five years, such projects being summarized in eight categories, viz., recreation, <br /> <br />housing, CBD development, vandalism, cleanliness, streets & sidewalks, bicycle <br /> <br />paths, and utilities. After some discussion, Council unanimously accepted the <br /> <br />report and authorized the proceeding with the preparation and filing of a <br /> <br />pre-application form with the Federal Government's Department of Housing & Urban <br /> <br />Development for financial assistance (through the Housing & Community Development <br /> <br />Act of 1974) to obtain an indication as to whether such financial assistance to <br /> <br />fund some of the program projects will be made available and to enable Council to <br /> <br />determine whether to file a final application for such assistance. <br /> <br />Council referred to the Planning Commission for its consideration and recommendation, <br /> <br />specifically as to land-use regulations, a letter of petition (dated August 4, 1975), <br /> <br />filed by Ray D. Frith & Partners (by J. B. Frith, Partner), requesting both <br /> <br />domestic and fire-protection water service from the City's Industrial Park water <br />
