<br />I ~-,J ,~ <br />,;J: <br /> <br />TUESDAY <br /> <br />JULY 22, 1975 <br /> <br />In connection with the City's Land-Use Plan and certain proposed revisions thereto, <br /> <br />the Planning Commission presented the following report and recommendations thereon, <br /> <br />which Council unanimously accepted: <br /> <br />The Planning Commission at its meeting on June 19, 1975, gave consideration <br />to objections raised by two persons at Council's public hearing on the land <br />use plan as proposed by Wiley & Wilson in Lynchburg. Those objections were <br />as follows: <br /> <br />1. The plan as proposed indicates properties between Spencer Street and High <br />Street on the south side of Fayette Street to be in a Classification of Residential, <br />when these properties are presently used as Commercial. <br /> <br />2. A representative of Lester Lumber Company objected to properties owned by them <br />along the north side of Commonwealth Boulevard being shown as a planned-unit <br />development area, as their plans were for commercial use of the property. <br /> <br />With regard to Item l, the Planning Commission voted to recommend to Council <br />that this change be made as requested and the property in question be shown on <br />the land use plan as Commercial. <br /> <br />With regard to Item 2, the Commission voted to recommend to Council that this <br />property remain as shown on the plan. <br /> <br />It was the feeling of the Commission that properties along Fayette Street already <br />utilized for Commercial, the use should remain. <br /> <br />In its consideration of the Lester property, the Commission was of the oplnlon that <br />the petitioner would necessarily have to return to the Commission for either <br />subdivision approval, re-zoning, or a special use permit, or perhaps a combination <br />of all three regardless of the zoning or use shown on the proposed land use map. <br />The planned-unit development as indicated on this map at the present time could <br />embrace all three and would afford the Commission a better opportunity of being <br />involved in the development of the property. <br /> <br />The Planning Commission respectfully submits the above recommendations for <br />Council's further consideration. <br /> <br />Council unanimously approved a proposed 1975-76 construction project schedule, as prepared <br /> <br />by the City's administrative staff, calling for 7,397 lineal feet of curb-and-gutter <br /> <br />construction and 2,330 lineal feet of sidewalk construction during 1975-76, for which <br /> <br />petitions have been filed and some of which would be on a shared-cost basis subject to <br /> <br />applicable formula, it being noted that the proposed widening and improving of Pine <br /> <br />Hall Road, though not shown on the schedule, has already been included in the Public <br /> <br />Works Department's 1975-76 Budget. <br />
