TUESDAY

JUNE 24, 1975

,--

(d) Mr. Franklin P. Earley, to succeed himself, for a three-year
term on the Economic Development Committee;
(e) Mr. James McIntosh, to succeed himself, for a three-year term
on the Environment Committee; and
(f) Mr. James M. Wilson, to succeed himself, for a three-year
term on the Public Service Committee.

Council also unanimously reappointed the following citizens to the Regional Library

Board, with terms of these members to be determined in accordance with the recently-

approved contract between the City, Henry County and Patrick County, whereby the

ff-

Martinsville-Henry County Regional Public Library is being expanded to include

Patrick County:

Mrs. Lula Johnson; Mrs. Linda G. Lewis; Mrs. Eliza Ramey S. Woodson;
Mr. N. Stewart Miller; and Mr. John W. Swezey.

In connection with a proposed City Budget for the fiscal year ending June 30, 1976,

Mayor Boaz and Vice-Mayor Hobson issued the following prepared statements:

(a) Mayor Boaz:
Each council member has in his possession a proposed budget
for 1975 - 1976. I think it is a good budget. There has been
a lot of work put into this by Mr. Noland and Mr. Brown heads
of the departments as well as members of City Council without
any secret meetings. The longer I work with this new law --
"Freedom of Information", the better I like it. I firmly
believe that everything City Council does, our citizens should
be well informed.

I cannot speak for anyone but myself, but I feel and highly
recommend that we should accept this budget. I'm certainly
sorry to say that there are some "if's" about this budget. I
think it is only fair to our citizens that they know exactly
where we stand. We have not heard as yet from the Equalization
Board and we have no way of knowing what changes that they will
propose. It is the duty of this City Council to set the rates
after these boards have reported.

Since the law says we have to do this by June 30, 1975, it
does not allow us much time. I would hope that this Council
will accept this budget and make whatever changes are necessary
to coincide with this budget.
