<br />28 <br /> <br />FRIDAY <br /> <br />MAY 16, 1975 <br /> <br />the expenses and income of the Electric system for the past several fiscal <br /> <br />years, following which discussion, and upon motion (duly seconded), Council <br /> <br />unanimously directed that the City adopt and parallel Appalachian's new <br /> <br />tariffs and effect same as soon as possible. Also, upon motion, duly <br /> <br />seconded and unanimously carried, Council directed that City uses of electric <br /> <br />energy be charged the using departments or agencies on the basis of applicable <br /> <br />Appalachian tariffs, as revised. Further discussion by members of Council <br /> <br />indicated the advisability of setting up within the City's three utility <br /> <br />systems (i.e., electric, water and sewer) an annual depreciation expense, <br /> <br />based on value and life of the systems' plant and equipment. <br /> <br />City Manager Noland then reported that the City's Department of Social Services <br /> <br />(i.e., Welfare Department) has forwarded--as required--its proposed 1975-76 <br /> <br />budget to the State Department of Welfare & Institutions; however, no response <br /> <br />has yet been received from this State agency. City Manager Noland reported, too, <br /> <br />that the City's 1975-76 budget included an amount whereby the Social Services <br /> <br />Department's various offices can be consolidated physically and located in the <br /> <br />City's "Kolodny Apartments" property, which property will require some renovating <br /> <br />to accommodate this purpose. Upon inquiry from members of Council, several members <br /> <br />of the Welfare Department's staff presented charts depicting numbers of grant <br /> <br />cases in several assistance categories and the current trend reflecting a <br /> <br />continuing increase in said numbers. <br />
