<br />...q <br />1. <br /> <br />TUESDAY <br /> <br />MARCH 25, 1975 <br /> <br />-- <br /> <br />City Manager Noland appris~d Council of the "A-95 Review" process he has been following <br /> <br />in connection with applications for funds under this program and, also, the recommendation <br /> <br />of the Executive Director of the West Piedmont Planning District Commission that City <br /> <br />Council review such applications. An elaboration on the WPPDC's position in this matter <br /> <br />indicated that the intent suggests that City Council review non-governmental applications <br /> <br />only for the purposes proposed therein that it might take an official position thereon. <br /> <br />Upon motion, duly seconded, Council authorized City Manager Noland to continue processing <br /> <br />as he has in the past except for those involving local matching funds, in which cases he <br /> <br />would bring before Council. <br /> <br />City Manager Noland informed Council of his recent directive to staff personnel under <br /> <br />his jurisdiction whereby 1975-76 salary-and-wage requests shall reflect no increases <br /> <br />therein because of the current economic downturn and the uncertainty of revenue to the <br /> <br />City for the forthcoming year, meanwhile suggesting that Council defer its decision on <br /> <br />any budget requests, where increases in salaries and wages are proposed, until such time <br /> <br />as the City Manager and the Council can more accurately determine the economic outlook <br /> <br />for fiscal 1975-76. Council concurred with the City Manager in this approach to the <br /> <br />budgetary process for the forthcoming year. <br /> <br />With the exception as hereinafter noted, Council took no action on the following agency <br /> <br />budget requests presented at this meeting for 1975-76: <br />(1) Patrick Henry Community College - for capital improvements, a request <br />for $11,279.00 from the City; <br />(2) Patrick Henry Drug Control Council -- a request for $1,305.00 from <br />the City (re: Sections A through D of the request), which the Council <br />approved, including the endorsing of a proposed new Drug Control <br />Center; <br />(3) Patrick Henry Mental Hygiene Clinic -- a request of the City for <br />$13,368.00; <br />(4) Piedmont Regional Mental Health & Mental Retardation Services -- a <br />request for $2,538.00; and <br />(5) Anchor Houses Nos. 1 and 2 -- a request for $11,381.00. <br />In explaining the City's position, as heretofore stated, Council commended these <br /> <br />agencies, their staffs, and the many interested citizens who actively and voluntarily <br /> <br />support these agencies and their work. <br />
