<br />o <br />LJ, <br /> <br />November 2,2006 <br /> <br />A special called meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, was held on November 2, 2006, in Council Chamber, Municipal <br /> <br /> <br />Building, beginning at 5:00 P. M., with Mayor Kimble Reynolds, Jr. presiding. <br /> <br /> <br />Council Members present included: Kimble Reynolds, Jr., Mayor and James <br /> <br /> <br />W. Clark, Vice Mayor and Council Members Mark T. Anderson, J. Ronald <br /> <br /> <br />Ferrill and Kathy C. Lawson. Also in attendance were Judy T. Mattox, Regional <br /> <br />Representative for Congressman Virgil H. Goode, Jr., Senator W. Roscoe <br /> <br />Reynolds and Delegate Robert Hurt. <br /> <br />Mayor Reynolds opened the meeting and welcomed our distinguished <br /> <br />guests. <br /> <br />After brief comments by Mayor Reynolds, Senator Reynolds and Delegate <br /> <br />Hurt gave their views on the key issues contained in Council's legislative <br /> <br />package and answered questions posed by Council. The key issues discussed <br /> <br />were transportation, education, economic development, New College Institute, <br /> <br />community development block grants, HB599 funds. <br /> <br />Council Member Anderson asked each legislator what their priority list <br /> <br />IS, their feelings on annexation and would they support a binding referendum <br /> <br /> <br />for reversion to a town. Senator Reynolds responded first indicating that his <br /> <br /> <br />priority list is for the state to fully fund Pre K-12 in education, eliminate the <br /> <br /> <br />mental health waiting list and resolve the transportation crisis. He indicated <br /> <br /> <br />that he felt annexation was a thing of the past and that there is nothing cities <br /> <br />-, <br /> <br />- <br />
