<br />504 <br /> <br />TUESDAY <br /> <br />DECEMBER 23, 1980 <br /> <br />(2) Direct the City Attorney to study the joint contract <br />in regard to the County's obligation to participate <br />with the City in the interim improvements and, at the <br />same time, direct Wiley & Wilson to study the long-term <br />question with regard to the City's needs only. <br />(3) To call a meeting with County officials to resolve this <br />impasse. <br /> <br />I think a motion is in order, tonight, to meet with County officials <br />to discuss the matter. <br /> <br />B. Various Agencies Receiving Financial Support from the City's <br />General Fund. City Manager Edmonds reported that there are <br />eleven such agencies, one of which--the Chapter 10 Board--has <br />six sub-agencies. This report was compiled at the request of <br />several members of Council, with Council suggesting that, when <br />time permits, City Manager Edmonds further analyze and evaluate <br />the activities of these agencies, particularly as to whether <br />there be any overlapping of services provided. <br /> <br />C. A summary of City Manager Edmonds' findings on traffic conditions <br />along Myrtle Road, in response to complaints registered by Myrtle <br />Road residents in connection with the proposed apartment project <br />off Myrtle Road, for which a Special-Use Permit was issued <br />December 9, 1980, to Garrett Wells & Associates. <br /> <br />D. A response to recommendations recently submitted by Dewberry, <br />Nealon & Davis, Consulting Engineers, concerning the operation <br />of the City's Wastewater Treatment Plant, indicating that these <br />recommendations have been or are being implemented under current <br />staffing arrangements and (that) the need for additional personnel <br />will be under ongoing review and will be more specifically <br />considered during the development of the forthcoming 1981-82 <br />City Budget. <br /> <br />E. Joint Action Plans of the Municipal Electric Power Association <br />of Virginia. City Manager Edmonds reported that this organization, <br />of which the City of Martinsville is a member, is moving positively <br />in a joint action power project to obtain priority for the MEPAV <br />and/or its members for hydro-electric development of five--and, <br />perhaps a sixth, if released--U.S. Corps of Engineers' dams situated <br />in Virginia, Kentucky, and West Virginia. City Manager Edmonds <br />further reported that R. W. Beck & Associates has been selected to <br />coordinate the project at an immediate (through June 30, 1981) cost <br />of $45,000.00, of which the City's cost will range from $4,400.00 <br />to $7,aOO.00, and that the City should signify its intent by <br />January 14, 1981. Council took this matter under advisement, pending <br />final action thereon at its forthcoming January 13th meeting. <br />
