Page, Jr., P.E., Senior <br /> <br />Vice President of Wiley & Wilson, informed Council that the City has no choice but to <br /> <br />proceed with the construction of improvements to the City's Wastewater Treatment Plant, <br /> <br />as set forth in the proposal, if the City is to overcome the offensive odor problem at this <br /> <br />plant and is to provide capacity to treat the increasing flow into the plant. <br /> <br />We are pleased to submit our revised proposal for the improvement of the City <br />of Martinsville Wastewater Pollution Control Facility. The first proposal, <br />Project A, is for the design, bidding and construction administration of interim <br />improvements which will extend the treatment plant's capacity and help eliminate <br />odor problems as further defined in the Agreement, Exhibit A. The second <br />proposal, Project B, is for the expansion study to be used as a design base for <br />the overall expansion of the wastewater facility to 12 million gallons per day <br />and further defined in the Agreement, Exhibit A. Execution of the agreement <br />authorizes us to proceed with these two projects. <br /> <br />The agreement proposes a cost, plus a fixed-fee type of compensation. This <br />is an EPA-approved method of compensation and would be readily adaptable in the <br />event federal funds are secured. <br /> <br />The total fee for Project A, including construction administration, but <br />excluding the sludge disposal plan, is estimated, but not guaranteed, to be <br />$88,000. The total fee for budgetary purposes for the sludge disposal plan <br />is estimated, but not guaranteed, to be $33,000; of which $15,000 is for the <br />services of outside consultants (Geotechnical Consultant and Sludge Testing <br />Laboratory Services), which will be required for disposal site evaluation. <br /> <br />. <br />The total fee for Project B Study Phase is estimated, but not guaranteed, <br />to be $26,400. Our fees are based on completing these services within the next <br />12 months. <br /> <br />You and the Public Service Authority have requested that we provide cost <br />estimates for the design and construction of these improvements for the <br />purpose of fiscal planning. The following represent "order of magnitude" <br />estimates for these improvements as of December 1, 1980.
