Dr. Roycroft also informed <br /> <br />Council that, of all the local-regional health departments in the State of Virginia, for <br /> <br />1980-81 the Henry-Martinsville Health Department's budget per capita is the third lowest. <br /> <br />Upon motion, duly seconded and unanimously carried, Council appointed Vice Mayor Cole and <br /> <br />Councilman Reed to serve with members (i.e., a committee) from the Henry County Board of <br /> <br />Supervisors to conduct preliminary studies of Dr. Roycroft's request. <br /> <br />Meanwhile, Council acknowledged receipt of a letter (dated November 21, 1980) from <br /> <br />Dr. James B. Kenley, State Health Commissioner, in which Dr. Kenley not only supported <br /> <br />Dr. Roycroft's request but also indicated that, assuming adequate State appropriations are <br /> <br />made available, the State Health Department will amortize 100% of the locality's cost of <br /> <br />construction of new quarters for the local Health Department over a period of not less than <br /> <br />25 years; or, if the local government-owned property is renovated, the State will amortize <br /> <br />the locality's cost over a period of not less than IS years. <br /> <br />Upon motion, duly seconded and unanimously carried, Council accepted the following report and <br /> <br />recommendations, entitled "Arbitration of Disputed Waste Water Treatment Plant Capacity <br /> <br />Allocation Under Terms of Martinsville-Henry County Public Service Authority 1974 Sewage <br /> <br />Treatment Contract" submitted by Mr. Garland L. Page, Jr., PE, Senior Vice President of Wiley <br /> <br />& Wilson, as arbitrator for the City, and Mr. William C. Overman, PE, President of William C. <br /> <br />Overman & Associates, as arbitrator for the Henry County Public Service Authority, with Mr. <br /> <br />Page informing Council that his firm will present a formal proposal to Council at its forthcoming <br /> <br />December 9th meeting for the implementation of interim improvements referred to in said report: <br /> <br />The January 1974 sewage treatment contract between the City of Martinsville <br />and the Henry County Public Service Authority allocates capacity in the <br />Martinsville plant as four MGD to Martinsville and two MGD to the Authority. <br />Since that allocation, Martinsville's flows have increased beyond their <br />allocation, while Authority flows have not yet reached theirs. The Authority, <br />however, has made commitments on the basis of their allocation to developers <br />
