<br />B. The HP..P is g'cnerally limited to those housing units which <br />are code deficient and which are currently occupied by low <br />and mod8rate income femilies. <br /> <br />Vacant units may be elig-ihle if they are code deficient and <br />have been vacant for at least six months prior to application. <br />When ready for occupancy after rehabilitation, such units <br />shall b~ rented to elig'ible low and rnxlerate income families <br />certified and referred by HRP staff. <br /> <br />1. <br /> <br />Owner-occupied units: The occupant must have <br />owned the unit for at least six months prior to <br />application. An owner-occupant is one who is the <br />legal titleholder, having either full or partial own- <br />ership interest in the unit, and who resides there. <br /> <br />.".-.-""-" <br /> <br />2. Rental units: The unit must have been occupied <br />by the same low and moderate income family for at <br />least six mO!lths prior to application by a property <br />owner. The property owner is defined as the legal <br />titleholder, having either full 01' partial ownership <br />interest in the unit. In order for the unit to be <br />eligible for rehabilitation, the property owner must <br />agree that any rent increases which occur while the <br />unit is under the terms of a lien (see Section III) <br />shall not exceed 90% of the increase in the National <br />Consumer Price Index for the previous twelve months. <br />Units owned by for-profit companies or corporations <br />are not eligible to participate in the HRP. <br /> <br />C. No City employee involved in the administration or operation <br />of the HRP, or member of City Council, nor any member of <br />the immediate family of these persons shall be eligible for an <br />HRP grant or loan. ltImmediate familyH includes: parent, <br />step-parent, child, step-child, husband, wife, brother, step- <br />brother, half-brother, sister, step-sister, and half-sister. <br /> <br />D. The HRP staff must verify ownership and occupancy of each <br />unit before the application for rehabilitation is approved. <br /> <br />SECTION III: GRANT ILOAN LIMITATIONS <br /> <br />A. Maximum Assistance <br /> <br />1. A grant or a combination of a grant and low-interest <br />loan totaling as much as $12,000 may be approved and <br />provided for each eligible unit in accordance with a <br />work wl'ite--up and HRP Specifications. <br /> <br />2. If the estimated cost of rehabilitation exceeds $12,000, <br />the case will be reviewed by the HRP staff and a <br />determination made as to how to reduce work items. <br />If, after this effort, the case still exceeds the limita- <br />tion, the property owner shaH assure that the remaining <br />cost can be fjnanced and deposit sufficient funds in the <br />HRP account to cover the remainder of work before the <br />contractor may be authorized to proceed. <br /> <br />-2- <br />
