<br />EXHIBIT A <br />August 1, 1980 <br />Page 1 <br /> <br />RIDGEWAY HYDROELECTRIC PROJECT <br />Pfu\SE III-A <br />PREPARATION OF FERC LICENSE APPLICATION <br /> <br />SCOPE OF SERVICES <br /> <br />The Federal Energy Regulatory Commission (FERC) License Application <br />will be prepared based on the Phase II-B Evaluation Studies, the results to be <br />compiled in an Evaluation Report for distributi.on to all required local, State <br />and Federal agencies, and further required studies relating to fish and wild- <br />life, recreation development and preservation of natural, historical and arch- <br />aeological features. During the processing of the License, additional investi- <br />gations and data collection will no doubt be required by the FERC and other <br />agencies, and revisions and updating of the License Application will therefore <br />result. There is no way to predict the extent in costs of possible additional <br />requirements and we have found it best in the interest of Project schedule and <br />costs, to prepare an Application with sufficient background to be acceptable <br />and if necessary to do further work as required during the processing to firm <br />up the License document. <br /> <br />The Application for an FERC License follows the format and guidelines <br />established by FERC in its regulations as listed in the code of Federal Regu- <br />lations (CFR 18). <br /> <br />1. SCOPE OF WORK <br /> <br />The Consulting Engineer shall provide engineering services for the <br />preparation of an FERC License Application. The work will include: <br /> <br />a. Meetings with the various Federal, State and local agencies and other <br />concerned entities to review the requirements for Exhibits H (Water Quality <br />Aspects of Operation), R (Recreation), S (Fish and Wildlife), V (Natural, <br />Historic and Scenic Values), and W (Environmental Statement). <br /> <br />b. Meetings with the FERC in the Atlanta, Georgia regional office and <br />Washington, D. C. to review the requirements for the License Application. <br /> <br />c. Performing detailed office and field studies for fish and \,ildlife, <br />recreation development, the environmental assessment, and preservation of <br />natural, historical and archaeological features. <br /> <br />d. Preparation of Project designs and drawings and other studies as <br />required for the preparation of License exhibits. <br /> <br />e. Preparation of the exhibits required for licensing. <br />
