'.' <br /> <br />TUESDAY <br /> <br />JUNE 10, 1980 <br /> <br />Council also expressed its deep appreciation of the Select Citizens Committee's <br /> <br />dedicated services and expertise in carrying out its various assignments pertaining <br /> <br />to the proposed Ridgeway project from its inception. <br /> <br />Council acknowledged with appreciation two reports submitted by Vice-Mayor Cole <br /> <br />of meetings he recently attended, viz., (I) Public Safety Policy Committee, in <br /> <br />Richmond, Virginia, and (2) Municipal Electric Power Association, in Charlottesville, <br /> <br />Virginia. <br /> <br />Council unanimously reappointed Mrs. Margaret P. (Jethro H.) Irby to membership on <br /> <br />the City School Board for a three-year term beginning July 1, 1980. <br /> <br />City Manager Noland announced that Mr. Donald R. Edmonds, City Manager-Designate, <br /> <br />will hold a press conference and will meet with the City's staff personnel on Monday, <br /> <br />June 16, 1980, being the first day of his employment with the City. <br /> <br />City Manager Noland also announced that Police Chief Frank A. Gard, Sr., will retire <br /> <br />on June 30, 1980 and (that) Sergeant Terry L. Roop will serve as Acting Police Chief, <br /> <br />effective July 1, 1980. <br /> <br />Through Councilman Oakes, Council acknowledged with appreciation a report on the status <br /> <br />and costs-to-date of the CBD Project and a Parking Study Report, as prepared by Assistant <br /> <br />City Manager-Public Works Director George W.
