The 31 units would address only 16% of the need as <br />expressed by the number of families already on our waiting list, <br />and about 6% of what WPPDC considers to be our renter need. <br /> <br />The Moderate Rehabilitation program would complement the Housing <br />Rehabilitation Program which has been funded by the Community <br />Development Block Grant application approved by Council last <br />March, yet would not compete with it since the CDBG would be <br />concentrating on two critical neighborhoods. As was stated in <br />the CDBG application, "Funds allocated by Virginia Housing <br />Development Authority for the administration of Section 8 <br />Moderate Rehabilitation shall be available to eligible families <br />throughout the City who reside in units which do not meet <br />minimum state building code standards." Your formal approval <br />of our participation in Moderate Rehabilitation is requested. <br /> <br />Council acknowledged receipt of--and filed for its forthcoming annual "street-tour"-- <br /> <br />a petition seeking the construction, on a shared-cost basis, of curb-and-gutter along <br /> <br />a small segment of Corn Tassel Trail, being that section beginning with the south side <br /> <br />of Lake Lanier dam and extending southeastward to existing curb-and-gutter. <br /> <br />In accepting with regrets the resignation of Mr. Kermit E. Hairston as a member <br /> <br />of the City's Welfare Administrative Board (Mr. Hairston having recently moved away <br /> <br />from Martinsville), Council unanimously appointed Mr. James E. Rountree, of 1152 <br /> <br />Yorkshire Road, to membership on said Board for Mr. Hairston's unexpired term ending <br /> <br />June 30, 1980 as well as for a four-year term beginning July 1, 1980. <br /> <br />Upon motion, duly seconded and unanimously carried, Council asked City Attorney <br /> <br />Worthy to prepare an ordinance which, if adopted, will amend Section 2-6 of the <br /> <br />City Code (as amended) to provide that, effective July 1, 1980, appointment of <br /> <br />members of the Planning Commission will be made by City Council. <br />
