With approximately 500,000 <br />people, the East Texas planning region is fifth largest in Texas, <br />and it contains two SMSA's. With 32 charter members, ETCOG has <br />grown appreciably in membership since its organization in 1970, <br />to become the second largest such organization of 24 in the <br />state. Membership in ETCOG is voluntary and the 150 dues-paying <br />members include cities, counties, school districts and a variety <br />of other special purpose districts. <br /> <br />ETCOG is governed by a l40-person Board of Directors meeting semi- <br />annually and a l5-man Executive Committee, all locally-elected <br />officials, meeting monthly to provide policy direction. <br /> <br />.- <br /> <br />As Executive Director, Edmonds serves at the will of the Executive <br />Committee to provide overall supervision to day-to-day operation <br />of the organization. In this capacity, Edmonds supervises a <br />staff of 33 and an operating budget of nearly $809,000. In <br />addition, ETCOG directly handles and has administrative <br />responsibility for over $13 million annually in federal and state <br />funds which flow into the region under various programs. The <br />Executive Director is chiefly responsible for liaison with a <br />number of state and federal agencies, including the Governor's <br />Office, the Texas Department of Community Affairs, the Texas <br />Water Quality Board, the Texas Department of Human Resources, <br />the U. S. Department of Housing and Urban Development, the U. S. <br />Department of Health, Education and Welfare, the U. S. Justice <br />Department, the U. S. Department of Labor and others. <br /> <br />ETCOG received national awards in 1972, 1975, and 1976 for <br />excellence in its public information program. In 1979, the <br />ETCOG annual report was chosen as best in its class by the <br />National Association of Regional Councils. One of its <br />technical assistance efforts, the Small Community Planning <br />Program, has received international publicity and was <br />specially recognized by HUD and ARBA in the Horizons on <br />Display program during the national Bicentennial. <br /> <br />--- <br /> <br />In 1972 and 1973, Edmonds served on the 25-member Texas <br />Rural Development Commission, an ad hoc body created by the <br />Governor to engage in an exhaustive study of the problems and <br />potential for rural areas in the state. He currently serves <br />on the Board of Directors of the Texas City Management <br />Association and on the Staff Directors Advisory Committee of <br />the National Association of Regional Councils. <br /> <br />Edmonds serves on the Advisory Committees for Master Degree <br />programs at North Texas State University, Denton, Texas, and <br />The University of Texas at Tyler, Tyler, Texas. <br /> <br />t~ f' <br /> <br />It: " \.j' <br />
