JE~' r <br /> <br />@ , ....j' <br /> <br />TUESDAY <br /> <br />APRIL 22, 1980 <br /> <br />presented by Mr. Earl Lawrence (and supported by the CBD Commission and by Mr. Jerry <br /> <br />Altschull, President of both the Retail Merchants Association and the Downtown Business <br /> <br />Association), seeking the sum of $15,000.00 from the City to construct a shelter for <br /> <br />the market, with the understanding that the Market Association would provide, at a cost <br /> <br />of $5,000.00, appropriate tables for produce display. Councilman West, expressing <br /> <br />support of the market concept as did other members of Council, posed the question as to <br /> <br />whether the City's financial participation, as requested, would constitute a use of <br /> <br />public funds to support an activity competing against private enterprise; and, <br /> <br />Councilman Greene, for the record, noted his abstention from voting on such matters <br /> <br />because of his business holdings in the downtown area. <br /> <br />Mr. W. Jack Lester, President of the Lacy Corporation, which operates two textile <br /> <br />plants within the City and employs some 500 people, appeared before Council and <br /> <br />appealed for assistance toward diverting surface water run-off from and away from <br /> <br />this firm's plant on Roy Street to prevent a recurrence of considerable damage which <br /> <br />this plant incurred during a recent and unusually heavy rainfall. Members of Council, <br /> <br />along with City administrative officials, assured Mr. Lester of such assistance, in <br /> <br />the way of engineering and other advice, as the City can render within the limitations <br /> <br />of the City's established policy in such matters. <br /> <br />Upon motion,and by a recorded and unanimous vote, and pursuant to Section 2.1-344 (1) <br /> <br />and (2) of the CODE OF VIRGINIA (1950, and as amended), Council convened into an <br /> <br />Executive Session to discuss a personnel matter and a real estate matter. Upon <br /> <br />completing this session, Council reconvened into regular session and announced that <br /> <br />- <br /> <br />no official action is required on these matters. <br /> <br />Council was adjourned. <br /> <br />W.
