'.j <br /> <br />TUESDAY <br /> <br />MARCH 25, 1980 <br /> <br />- <br /> <br />Council in opposition to any of the proposed sites were a number of citizens from the <br /> <br />area, represented by: <br /> <br />1. The Reverend John Covington, Pastor of Charity Christian <br />Church; <br />2. Mr. Otha Dalton; <br />3. Bishop Robert Leonard Hairston, Pastor of New Bethel <br />Apostolic Church; and, <br />4. Mr. Sam Wingfield. <br /> <br />One or more of these spokesmen also called Council's attention to such existing conditions <br /> <br />- <br /> <br />in the area as undue ground saturation and poor water pressure. Upon motion, duly <br /> <br />seconded, Council re-referred this matter to the Planning Commission for its consideration <br /> <br />of the several sites and/or other or additional sites (which might be suggested) involving <br /> <br />the filed or amended Special-Use Permit application and, also, requested that Mr. Brown <br /> <br />prepare and present pertinent engineering data and cost analyses on the three suggested <br /> <br />alternative sites. <br /> <br />Council acknowledged receipt of reports from the Planning Commission, recommending <br /> <br />(1) proposed amendments to Sections V and X of the City's Zoning Ordinance to the extent <br /> <br />that dimensions in allowable signs would be increased, and the locations thereof further <br /> <br />restricted, in P-l and P-2 Professional Districts and in the proposed RP-I Residential- <br /> <br />Professional Districts and (2) the amending of the City's Flood Plain Ordinance and the <br /> <br />- <br /> <br />adoption of revised and official Flood Plain Maps prepared by the Federal Insurance <br /> <br />Administration in order that qualifying property owners may purchase flood insurance. <br /> <br />Council called for duly-advertised public hearings to be conducted on these two matters <br /> <br />at Council's forthcoming April 22nd meeting. <br /> <br />In response to continuing complaints from residents in the southeast section of the City <br /> <br />(a number of whom were present at this meeting, represented by Mr. John D.
