<br />1-( <br /> <br />'" ,-f <br /> <br />TUESDAY <br /> <br />DECEMBER 11, 1979 <br /> <br />Council unanimously authorized the Piedmont Seniors (of Virginia, Inc.) group to use the <br /> <br />Senior Citizens Center as a site for its group meal program for eligible senior citizens <br /> <br />from the City, but including the several Henry County participants who have heretofore <br /> <br />been served at one of the former City meal sites. <br /> <br />Upon request of the Downtown Business Association, supported by the CBD Commission, <br /> <br />Council--with Councilman Greene abstaining from voting, because of business interests in <br /> <br />--.. <br /> <br />the downtown area--rescinded the policy adopted by Council on a temporary basis under <br /> <br />date of September 10, 1976 and established on a continuing basis on January 25, 1977 whereby <br /> <br />unlimited free parking was allowed on Saturdays in the City's off-street parking lots. <br /> <br />Upon motion, duly seconded and unanimously carried, Council referred to the Planning <br /> <br />Commission, for its consideration and recommendation, a petition filed by Mr. William L. <br /> <br />Kirby, III, Attorney at Law, for and on behalf of Mr. and Mrs. Charles Read, seeking the <br /> <br />closing and vacating of an unopened right-of-way on the west side of South Askin Street, <br /> <br />between properties situated at 1002 and 1006 South Askin Street. <br /> <br />Pursuant to Section 2.1-344(2) of the CODE OF VIRGINIA (1950, and as amended), and upon <br /> <br />motion, duly seconded and unanimously carried (by a recorded vote), Council convened into <br /> <br />- <br /> <br />an Executive Session to consider two real estate matters, one being an offer to sell to <br /> <br />the City a certain parcel of real estate and the other a request that the City sell a <br /> <br />certain parcel of real estate. Upon reconvening into regular session, Council took no <br /> <br />action on these two matters. <br /> <br />At the suggestion of Vice-Mayor Cole, Council requested that City Manager Noland prepare <br />
