<br />-, n {) <br />~' ',,-} ,- <br /> <br />MONDAY <br /> <br />OCTOBER 15, 197.9 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />as scheduled by Council action at its October 9th meeting, was held jointly with the <br /> <br />Martinsville City School Board at the School Board~s office~ Albert Harris Middle School, <br /> <br />Monday, October 15, 1979, beginning at 3~30 P,M., for the purpose of receiving a present- <br /> <br />ation by the joint bodies' insurance consultant (Industrial Insurance Management <br /> <br />Corporation, represented by Mr, R, L, Fisher) on a proposed reciprocal~and-pooling <br /> <br />insurance program for participating Virginia governmental jurisdictions, currently co- <br /> <br />ordinated by the Virginia Municipal League. All members of Council were present, viz., <br /> <br />William D. Hobson, Mayor" William C. Cole, Jr" Vice Mayor" Barry A. Greene) L. D. Oakes, <br /> <br />and Francis T. West. <br /> <br />Mr. Fisher's presentation included a report on a meeting or seminar recently conducted <br /> <br />by the Virginia Municipal League on the proposed "self~insurance" program as well as <br /> <br />the following two areas or types of coverage first to become available to participating <br /> <br />governmental jurisdictionsc <br /> <br />(1) Motor Fleet Vehicle Coverage ~ a reciprocal plan which would charge current <br /> <br />"ISO" rates; would require a minimum of $800,000.00 capitalization, subscribed <br /> <br />by twice each member~s current annual premium at the beginning; the under- <br /> <br />writers to be the ":Virginia Governmental Insurance Exchangell~ the probability, <br /> <br />based on the experience of other reciprocal plans in operation, of each member <br /> <br />recovering its capitalization contribution over a period of years; the <br /> <br />probability of reducing current insurance premium costs for this type of <br /> <br />coverage~ and the riak of being assessed, in the event of a large loss by one <br /> <br />or more members, the equivalent of an "extra" year's premium per year. <br /> <br />(2) Worker's Compensation Coverage -~ a "pooling" arrangement which would be <br /> <br />administered by a private firm, applying standard "wc" rates, including <br /> <br />experience modification factors supplied by the Virginia Rating Bureau for <br />
