<br />("'. prTn <br />f,.' <,f <br /> <br />TUESDAY <br /> <br />JULY 10, 1979 <br /> <br />.--. <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor William D. Hobson presiding, was held Tuesday, July 10, 1979, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor; <br /> <br />William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />June 26, 1979. <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on a proposed <br /> <br />up-dating of the City's Comprehensive Plan, including its Land-Use Plan, adoption of which <br /> <br />up-dated plans were recommended by the Planning Commission in its report dated May 22, 1979, <br /> <br />a copy of which follows: <br /> <br />The Planning Commission has for some time been in the process of updating <br />the Land Use Plan as adopted by Council some years ago. Much work and study <br />has gone into this plan, a copy of which is attached to this letter. Many <br />special meetings and committee meetings have been held. <br /> <br />You will note, in going over this plan, that one of the primary objections <br />to the previous plan, as raised on several occasions, has been eliminated. <br />That was the category known as "Open Space Transitional". Those areas <br />have been included in whatever category surrounded them. You will note <br />also that an area around the south and west sides of the Central Business <br />District has been placed in a "High Density" category. It was felt that <br />this area could be used for apartment buildings and professional uses, <br />including high-rise buildings. It should be noted here that the Conunission <br />is presently involved with new proposals for amendments to the existing <br />Zoning Ordinance to control the location and development of apartments in <br />the City in order to obviate some of the objections to apartment complexes <br />that have been raised in the past. <br /> <br />The Planning Commission has held three Public Hearings with regard to the <br />Comprehensive Plan including this proposed Land Use Plan, two of which were <br />held at evening meetings. The Commission considered the objections that <br />were raised at these Public Hearings and, at its last Public Hearing on the <br />evening of April 19, 1979, made some changes as are indicated on the Plan <br />in red pencil. Then, at its meeting on May I, 1979, the Commission voted <br />to relay this updated Plan to Council with the recommendation that Council <br />adopt it. <br />
