<br />h", ',_" <br /> <br />MONDAY <br /> <br />APRIL 16, 1979 <br /> <br />-..... <br /> <br />- <br /> <br />A special and duly-called meeting (see Council minutes of April 10, 1979) of the Council of <br /> <br />the City of Martinsville, Virginia, was held (Easter) Monday, April 16, 1979, in the Council <br /> <br />Chamber, City Hall, beginning at 3:00 P.M., for the purpose of considering (further) the <br /> <br />Martinsville City School Board's budget requests for the fiscal year ending June 30, 1980. <br /> <br />All members of Council were present, viz., William D. Hobson, Mayor; William C. Cole, Jr., <br /> <br />Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. Also present, from the School <br /> <br />Board, were: Mr. W. K. Putney, Jr., Chairman; Mrs. Jethro H. (Margaret) Irby, Jr.; Mr. Worth <br /> <br />H. Carter, Jr.; and Mr. William W. Edwards; Mrs. Linda Pulliam, Clerk; and Dr. James E. <br /> <br />Calkins, School Superintendent. <br /> <br />After the invocation, Councilman West noted that 1979-80 salary increases for personnel of scltools <br /> <br />of higher education in Virginia are being limited to not more than 7% over base pay and, too, <br /> <br />from published reports he has seen, secondary school divisions in Virginia will be within or <br /> <br />less than President Carter's guidelines for 1979-80. Councilman West then asked the School <br /> <br />Board to reconsider its budget requests, looking toward keeping salary increases to no more <br /> <br />than 7% for 1979-80. Dr. James E. Calkins, School Superintendent, responded to the effect that, <br /> <br />under published methods of calculation guidelines, general proposed salary increases for City <br /> <br />School personnel have been determined as being 6.5% although, as pointed out by Councilman <br /> <br />Oakes, "cold figures" reflect an apparent increase of 9.1%. Meanwhile, it appeared to be <br /> <br />generally agreed that no one, including the appropriate Federal authorities, is able to define <br /> <br />accurately the President's salary-wage control guidelines; and, it was also mutually agreed that <br /> <br />City Manager Noland, City Attorney Worthy, and Dr. Calkins should, as a committee, attempt to <br /> <br />interpret said guidelines and report their findings to the Council and the School Board. It was <br /> <br />also suggested by members of Council that the findings could have some bearing upon proposed <br />
