<br />c'" r' <br />h" ""'" <br /> <br />TUESDAY <br /> <br />APRIL 10, 1979 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, April 10, 1979, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and <br /> <br />Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its special and <br /> <br />regular meetings held March 27, 1979. <br /> <br />Pursuant to duly-advertised notice, Council and the Planning Commission conducted a <br /> <br />joint public hearing on the West Martinsville Jaycee's Application for a Special-Use <br /> <br />Permit, as filed with Council--and referred by Council to the Planning Commission--on <br /> <br />March 13, 1979, seeking "Special-Use" permission to sponsor the Hoxie Brothers Circus <br /> <br />at Liberty Heights Fairgrounds on May 10, 1979. At the conclusion of this public <br /> <br />hearing, in which no one raised any objections to the granting of the permit, Council <br /> <br />accepted the Planning Commission's recommendation that a conditional Special-Use Permit <br /> <br />be issued to this Jaycee organization, for the purpose hereinabove stated, subject to <br /> <br />the same safety-and-other regulations as have been established and applied to similar <br /> <br />events in the past (such as the annual Firemen's Bazaar and the Martinsville-Henry County <br /> <br />Fair), and subject to the presentation by the Jaycees to the Planning Commission, at its <br /> <br />meeting to be held April 19, 1979, of the exhibits required by the City's Zoning Ordinance; <br /> <br />and, furthermore, subject to City Council's final action and/or approval at its regular <br /> <br />meeting to be held Tuesday, April 24, 1979. <br />
