<br />I enjoyed visiting with you last week and haying the opportunity to
<br />examine the city's proposal for an impounclInent on the Smith River in Henry
<br />CO\Ulty south of Martinsville, Virginia.
<br />
<br />In my opinion, this reservoir located in a scenic rural setting with
<br />a normal surface area of 2400 acres, over 100 miles of heavily indented shore-
<br />line, an average daily fluctuation of less than'dne foot and good access from
<br />primary and secondary highways has good potential for a wide range of excellent
<br />outdoor recreation activities.

<br />In 1977, the Philpott Reservoir which is only slightly larger
<br />experienced a visitation of 1,699, 000 people who participated in picnicking,
<br />boating, fishing, swhnming, skiing, camping, hiking, etc.
<br />
<br />Philpott supports seven campgrounds, one marina, ten picnic areas and
<br />ten launching ramps.
<br />
<br />In view of these facts, it seems that the Ridgeway Reservoir would
<br />attract an annual visitation of at least 1, 000, 000 recreation seekers and should
<br />have a public park on the western side of the reservoir somewhere near the
<br />dam and another on the northeastern side in the vicinity of the confluence of
<br />Leatherwood Creek and the lake.

<br />In light of our experience with other reservoirs, land values will
