(': N.J TUESDAY FEBRUARY 27, 1979 Provided, however, no motor vehicle, trailer, or semi-trailer shall be locally licensed unless and until all personal property taxes upon the motor vehicle, trailer, or semi- trailer to be licensed have been paid which have been properly assessed or assessable against the owner by the City of Martinsville. And the City Treasurer shall compile from his records a list of all persons who have not paid such personal property taxes upon such motor vehicle, trailer or semi-trailer. _. This ordinance shall' .not apply to residents of another city, town or county in the State of Virginia who have paid a similar and current license tax to the city, town or county in which they are a resident, The license tax hereby levied shall be due and payable in the office of the City Treasurer or his authorized agent on and after the effective date of this ordinance and the Treasurer or his authorized agent shall supply each licensee with a decal sticker which shall indicate the number of the license and which shall be attached to the vehicle for which the tax was levied and collected, as follows: On each licensed motorcycle, trailer, or vehicle of like design, the license decal shall be placed and displayed in a manner similar to and adjacent to the Virginia State Inspection sticker; and, on each of all other licensed vehicles the license decal shall be displayed on and attached to the inside of each such vehicle's windshield, immediately adjacent to the Virginia State Inspection sticker, so as to be in plain view in the manner required for said State Inspection stickers. Records: The City Treasurer or his authorized agent shall prepare and maintain, on forms prescribed by the City's Director of Finance, a record of each license decal sticker issued, which record shall show the number of such decal sticker, the person or firm to whom or to which it was issued, the address of such person or firm, and the make and model of the vehicle for which such license decal sticker is issued. Lost or Mutilated Decals: In the event that any City Motor Vehicle License decal, issued under provisions of this ordinance, shall be lost or mutiliated, or shall have become illegible, the person who is entitled thereto shall make immediate application for and obtain a duplicate or substitute therefor upon furnishing information of such fact satisfactory to the issuing office, and upon payment of one dollar ($1.00). License Transfers: It shall be unlawful for any person or firm, to whom or to which a City of Martinsville motor vehicle license decal has been duly issued, to give, loan, rent, sell, assign, or transfer such decal to another person or firm or to permit other- wise another person or firm to use in any manner such license decal; however, in the event the owner of a motor vehicle, for which a license decal has been duly issued, trades such vehicle for another vehicle for which a license decal is required, the City Treasurer or his authorized agent is hereby authorized to issue a new decal, for the sum of one dollar ($1.00), upon presentation by the licensee of all or a clearly identifiable portion of the original decal. No annual registration fee shall be required for anyone motor vehicle owned and used personally by any veteran who has either lost or lost the use of one or both legs, or an arm or a hand, or who is blind or who is permanently and totally disabled as certified by the Veteran's Administration. Any such vehicle shall display special permanent red, white and blue plates of a type approved by the Commission of the Division of Motor Vehicles of Virginia. Any veteran wishing to qualify for the exemption herein granted shall furnish a statement that such veteran has been so designated or classified by the Veteran's Administration so as to meet the requirements
