<br />(~ I <br />I..", <br /> <br />TUESDAY <br /> <br />FEBRUARY 13, 1979 <br /> <br />,- <br /> <br />Council unanimously authorized the executing (by the City Manager) of a renewal of a <br /> <br />lease agreement with H. Banks Pannill, et als, for the City's operation of its Depot <br /> <br />Street Parking Lot, for a five-year period beginning January I, 1979, for which the <br /> <br />City will pay the sum of $340.00 per month. <br /> <br />Upon recommendation of City Manager Noland, Council directed and authorized the transfer <br /> <br />of $21,000.00 within the Electric Department's budget (from its expansion account) to <br /> <br />.--- <br /> <br />purchase a used (demonstrator) bucket truck for the Electric Department, replacing a <br /> <br />similar-type truck which the Electric Department contemplated replacing from its <br /> <br />1979-80 budget. <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, an <br /> <br />application (presented verbally) filed by the firm of Fralin & Waldron through its <br /> <br />counsel, Mr. John L. Gregory, III, Attorney at Law, to allow construction and operation <br /> <br />of a 94-unit facility for the elderly and/or handicapped to be located on the north <br /> <br />side of Spruce Street in the area opposite the Auburn Place-Prospect Hill Drive <br /> <br />intersections. The record notes that Councilman West, because of his ownership of property <br /> <br />near this area, abstained both from discussion of the referral motion and the voting <br /> <br />thereon. <br /> <br />- <br /> <br />Council deferred action on a request that a City water-sewer connection, inactive for <br /> <br />some years, be reactivated at a location along Route 220 North, outside the City's <br /> <br />corporate limits. <br /> <br />Council referred to the City's Building Official and the City's Inspection Division a <br /> <br />presentation made by Mr. John J. A. Sanders, concerning renovation of property (at 913 East <br /> <br />Church Street) recently purchased by Mr. Sanders. <br />
