<br />.~o <br />,)l ~J <br /> <br />JANUARY 23, 1979 <br /> <br />TUESDAY <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, January 23, 1979, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held January 9, 1979. <br /> <br />Before beginning its regular order of business, Council received--and acknowledged with <br /> <br />appreciation--a donation (in the form of a check) from the Martinsville Community <br /> <br />Recreation Association in the amount of $12,000.00, $9,000.00 of which to apply toward <br /> <br />approximately fifty per cent of the cost of providing and/or improving parking facilities <br /> <br />at the City's Southside Park, with the City to match and/or fund the remainder of the cost, <br /> <br />and the $3,000.00 remainder of the donation to provide funds for a part-time employee for <br /> <br />the Recreation Department. Upon motion, duly seconded and unanimously carried, Council <br /> <br />appropriated the donation for the purposes to which it was given. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on <br /> <br />Leatherwood Land Company's request (filed October 24, 1978) seeking (1) the rezoning of <br /> <br />its property situated on the north side of East Church Street, opposite the intersection <br /> <br />of Cleveland Avenue with said East Church Street, from its present "P-2" and "M-l" zoning <br /> <br />classifications to "C-2 Commercial" and (2) a Special-Use Permit to allow for the <br /> <br />construction of four buildings on said property, viz., for a fast-food "drive-in" <br /> <br />restaurant, for a convenience food store, for a combination office-retail facility, and for <br /> <br />a 33-unit apartment complex. <br /> <br />Prior to hearing any interested persons present, Council <br />
