Greene <br /> <br />I do not come before you tonight claiming to be an <br /> <br />expert in mental health, mental retardation, drug and <br /> <br />alcohol abuse, probation services - - - areas in which <br /> <br />most of you make your living or are closely associated with. <br /> <br />I do claim knowledge in municipal financing, <br /> <br />particularly as it affects the City of Martinsville. Or, <br /> <br />at least I thought I was knowledgeable of the city budget <br /> <br />last May when I took a casual glance at the city's <br /> <br />contributions to our public service agencies, not expect- <br /> <br />ing to find much. <br /> <br />I noticed that in the proposed 1979 <br /> <br />city budget, Anchor House, Chapter 10 Agencies, West <br /> <br />piedmont Planning Commission, Patrick Henry College, <br /> <br />The Regional Library, and a few other agencies requested <br /> <br />$215,200. <br /> <br />I pulled out a 1975 city budget, turned to the <br /> <br />same page, and found that in only four years, the requests <br /> <br />from these agencies had increased by $89,000. <br /> <br />I noticed that Chapter 10 Agencies were requesting <br />~.') ~l,.;..:,):, ,~)~~ ;-f....-~... <br />Chapter lo~is an administrative <br /> <br />$34,600 from Martinsville. <br /> <br />organization, run by a board of local citizens and a <br /> <br />full-time director, which oversees the Patrick Henry <br /> <br />Mental Health Center, CONTACT, sheltered work shops in <br /> <br />Martinsville, Patrick County and Franklin County, and the <br /> <br />Patrick Henry Drug and Alcohol Council. <br /> <br />I called Holladay Yeaman, the Director of Finance of <br /> <br />the City of Martinsville,and asked him to trace the total <br /> <br />tax dollars that the city had spent for Chapter 10 Agencies <br /> <br />since 1975. <br /> <br />Mr. Yeaman reported that in three years, 1975 <br />
