<br />TUESDAY <br /> <br />NOVEMBER 28~ 1978 <br /> <br />,"- <br /> <br />Upon request of Commissioner of the Revenue D. B. Hanel, Council appropriated (from <br /> <br />its General Fund emergency account) the sum of $10~000.00 for the purpose of retaining <br /> <br />an independent-but-qualified appraisal firm to appraise the City's industrial and <br /> <br />commercial properties as of January 1~ 1979, inasmuch as Mr. Hanel's appraisors are <br /> <br />not yet certified (but expect to be within the next year) to perform this type of <br /> <br />appraisal and inasmuch as the State Department of Taxation is unable to provide this <br /> <br />service as it has in the past. <br /> <br />~ <br /> <br />Council acknowledged receipt of an official notice from the U. S. Department of Housing <br /> <br />& Urban Development that the City's application for "UDAG" funding of proposed water <br /> <br />system improvements~ in the amount of $3~090,000.00~ has been approved. <br /> <br />Council received status reports on (1) an inquiry concerning the Industrial Revenue <br /> <br />Authority legislation, (2) the Annexation Study Committee and/or proposed legislation <br /> <br />(through the Virginia Municipal League and/or the State)~ (3) the Pony Place Construction <br /> <br />Project, and (4) proposed construction of several playgrounds (estimated to cost $4,800 <br /> <br />each), meanwhile acknowledging with appreciation the expressed indication that one or <br /> <br />more local civic clubs may donate funds toward such playgrounds construction. <br /> <br />- <br /> <br />Council recommended that present members (from the City of Martinsville) of the Virginia <br /> <br />Municipal League's various policy committees be continued thereon. <br /> <br />In honor and recognition of Mr. Lou Whitaker~ a local citizen and former participant in <br /> <br />local playground and athletic activities, who was recently awarded the American Baseball <br /> <br />League's "Rookie of the Year" citation~ Council requested that Mayor Hobson write a letter <br /> <br />to Mr. Whitaker, on behalf of the City, commending him for his outstanding first year in <br /> <br />major league baseball and expressing the City's pride in him for having won this award. <br /> <br />Council was adjourned. <br /> <br />)-~ ;~1"~' . n." . ~ ' <br />'1'7.
