The state should institute uniform accounting and <br /> <br />reporting procedures for all state funded service agencies. <br /> <br />These uniform accounting and reporting procedures should include <br /> <br />cost and performance standards. <br /> <br />2. The state should compile these reports and make them <br /> <br />available for use by all agencies and local governments. <br /> <br />The state is already doing this type of reporting for local <br />~ Hj::CI~ <br />government budgets - - they need to expand ~ho include <br /> <br />public service agencies. <br /> <br />3. Each of the agencies you work for, and public service <br /> <br />agencies throughout the state should institute record keeping <br /> <br />and controls of employee time, service effectiveness, unit <br /> <br />costs, and productivity. <br /> <br />These figures should be presented <br /> <br />to involved Ipolitical subdivisions along with a complete <br /> <br />operating budget including explanations of salaries and salary <br /> <br />increases by job classifications, travel expenses, rent, <br /> <br />fringe benefits and other expenses with comparative data <br /> <br />from past years. <br /> <br />4. Each agency should develop a pay plan which will <br /> <br />motivate employees to perform to their maximum potential. <br /> <br />5. Each agency should study its formula for allocation <br /> <br />of local costs to participating localities. <br /> <br />The fairness of <br /> <br />a population versus a usage formula should be carefully <br /> <br />studied. <br /> <br />Hopefully, after studying the formulas, you will <br /> <br />agree that regional services should not be financed on the <br /> <br />basis of any locality's usage - - the services are available <br /> <br />to everybody in the region and should be billed on a per <br /> <br />capita basis. <br /> <br />All formulas should be carefully explained to <br /> <br />the affected local governments. <br />
