<br />(10) <br /> <br />expenses and a whopping $9800 of the increase resulted from a <br /> <br />change in Anchor House's formula for computing the costs to <br /> <br />local governments. <br /> <br />Anchor House had switched from a formula <br /> <br />based on population to a formula based on usage, computed on <br /> <br />,:u.c '" ?4J1c..'i <br />~S. ~y ~..~~~.j by each localities' children. <br /> <br />the basis of eA.. <br /> <br />As ~ see it, this practice is no different than if <br /> <br />city Council raised taxes for those areas of the city which <br /> <br />I..... ~J?l?~"'...." ....i <br /> <br />fires than other areas of the city. <br /> <br />A Ll_L Most1a~~~ies were set up on a <br /> <br />have more crime or <br /> <br />regional basis to serve all the citizens in the region. <br />......- <br /> <br />Now localities are being asked to assume percentages of local <br />- <br /> <br />cost which are substantially out of line with their percentage <br /> <br />of population. <br /> <br />Anchor House serves Patrick County, Henry County and <br /> <br />Martinsville. <br /> <br />In 1978, Martinsville paid 28% of the total <br /> <br />local Anchor House cost, even though Martinsville contains <br /> <br />only 21% of the total population served by Anchor House. <br /> <br />This year, Anchor House asked Martinsville to pay 41% of the <br /> <br />total local cost. <br /> <br />Patrick County, with 18% of the total <br /> <br />population, was asked to pay only 9.5% of the local costs, <br /> <br />and Henry County, 61% of the total population was asked to <br /> <br />pay 49.5%. <br /> <br />Anchor House is only one example. <br /> <br />The Mental Health Clinic divides the total local cost on <br /> <br />the basis of 80% locality usage and 20% locality population. <br /> <br />The result is that Martinsville, 15.6% of the total population <br /> <br />served by Mental Health, pays 3~.a% of the total local cost <br /> <br />to support the facility. <br /> <br />Franklin County, 25.3% of the total <br /> <br />population, pays only 10.6% of the total local cost. <br />
