<br />-~ "" Q, <br />_~ r74 t) <br /> <br />TUESDAY <br /> <br />SEPTEMBER 26, 1978 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, September 26, 1978, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception of <br /> <br />Councilman Barry A. Greene, who was away from the City--being present, viz., William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its special meeting <br /> <br />held September 11, 1978 and of its regular meeting held September 12, 1978. <br /> <br />In tribute to the late J. Frank Wilson, former Councilman and Mayor of the City of <br /> <br />Martinsville, who died at the age of 94 on Sunday, September 24, 1978, and to the late <br /> <br />R. Jack Dandridge, who served as a member of the Martinsville Planning Commission from <br /> <br />August 23, 1966 to the date of his death on September 23, 1978 (being his birthday) at <br /> <br />the age of 65 and (who) was also a charter member of the Martinsville Volunteer Fire <br /> <br />Company and an active member thereof up until recent years, Council acknowledged with <br /> <br />appreciation the community services these two gentlemen rendered during their careers <br /> <br />and, also, directed its Clerk to convey expressions of condolences to their families. <br /> <br />The record notes that Mr. Wilson first became a member of City Council on August 25, <br /> <br />1959, having been appointed on August 13, 1959 to fill the vacancy thereon created by the <br /> <br />resignation (on May 15, 1959) of Rives S. Brown, Jr. The record also notes that <br /> <br />Mr. Wilson served as Mayor of the City of Martinsville from September 1, 1960 to August <br /> <br />31, 1966. The truly remarkable career of Mr. Wilson was editorially described in the <br /> <br />September 27th (1978) edition of the Martinsville Bulletin, from which the following is <br /> <br />copied: <br />
