<br />~_ ~8 <br /> <br />SEPTEMBER 11, 1978 <br /> <br />MONDAY <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Monday, September 11, 1978, in the <br /> <br />Circuit Courtroom, City Hall, beginning at 7:30 P.M., for the purpose of receiving <br /> <br />from--and reviewing with--R. W. Beck & Associates (Consultants and Engineers) their <br /> <br />Appraisal Report (dated June 28, 1978) describing their investigations and recommendations <br /> <br />for a hydroelectric development system for the City of Martinsville, said report consisting <br /> <br />of (1) the Ridgeway Hydroelectric Project and (2) an expansion of the City's existing <br /> <br />hydroelectric plant. All members of Council were present, viz., William D. Hobson, Mayor; <br /> <br />William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Mayor Hobson extended a cordial welcome to the many citizens present <br /> <br />and, also, to members of the Henry County Board of Supervisors and to other Henry County <br /> <br />officials present, all of whom were issued a special invitation to attend this meeting <br /> <br />because of the potential impact of the proposed Ridgeway Hydroelectric Project (which would <br /> <br />be located within Henry County) upon the County of Henry. <br /> <br />Among those representing the firm of R. W. Beck & Associates were Mr. Robert Taylor <br /> <br />(Partner), Mr. James V. Williamson (Partner), and Mr. Frank K. Dubar (Principal Engineer) <br /> <br />who, in presenting the Appraisal Report, made use of photographic slides to llhighlightll <br /> <br />significant facets and/or phases of said report, with emphasis on the proposed Ridgeway <br /> <br />Hydroelectric Project, a general description of which follows: <br /> <br />MARTINSVILLE HYDROELECTRIC DEVELOPMENT <br /> <br />In April 1977 the City of Martinsville engaged R. W. Beck and Associates <br />to perform Engineering services to determine feasibility of hydroelectric <br />development on the Smith River culminating in an Appraisal Report. The <br />development consists of the Ridgeway Project, Martinsville Expansion, and <br />Martinsville Rehabilitation. The Ridgeway Project was found to be <br />technically and economically feasible and is described in the following. <br />
