<br />November 14, 2006 <br /> <br />Member Ferrill suggested that we publicize the new procedures so citizens can <br /> <br />be well aware of the changes. <br /> <br />The issue of the City's current policy and procedure on tax-exempt status <br /> <br />was reviewed. There is currently a moratorium on the consideration of tax- <br /> <br />exemptions with no provision for review. Ruth Easley, Commissioner of the <br /> <br />Revenue, indicated that an Ordinance needs to be adopted to set guidelines for <br /> <br />exemptions and. establishing a policy for granting any future exemptions, <br /> <br />revoking exemptions and perfodically' reviewing exemptions that have been <br /> <br />granted. City Attorney Monqay was requested to prepare the Ordinance and it <br /> <br />will be placed on the next agenda for consideration of approval on first reading. <br /> <br />City Manager Collins gave a power point presentation setting. forth <br /> <br />financial options for the FY08 budget. Additional comments concerning budget <br /> <br />reductions in the past were given by Wade Bartlett, Finance Director; Leon <br /> <br />Towarnicki, Public Works Director; Clarence Monday, Fire Chief and John <br /> <br />Dyches, Water Resources Director. After discussion, Mr. Collins indicated to <br /> <br />Council that these were merely options and he and staff would wait for <br /> <br />direction from Council. <br /> <br />Council Member Ferrill left the meeting at 6:06 p.m. <br />
