<br />RESOLUTION <br /> <br />A RESOLUTION ESTABLISHING CITY COUNCIL POLICY REGARDING <br />REQUESTS FOR TAX EXEMPTION BY NOT -FOR-PROFIT ORGANIZATIONS <br /> <br />WHEREAS, it is the goal of the City of Martinsville to provide an equitable property taxation <br />system for the owners of real and personal property in the City; and <br /> <br />WHEREAS, not-for-profit organizations apply to the City of Martinsville from time to time <br />seeking exemptions from real or personal property taxes as provided by law; and <br /> <br />WHEREAS, the City Council of the City of Martinsville deems it necessary to establish a policy <br />regarding future tax exemption requests from not-for-profit organizations; <br /> <br />WHEREAS, fiscal constraints, both current and projected, facing the City of Martinsville dictate <br />a more cautious policy concerning the consideration of tax-exempt requests by not-for-profit <br />organizations, and <br /> <br />WHEREAS, a Constitutional amendment referendum and subsequent enacting legislation has <br />fundamentally changed the process for seeking tax exemptions, and <br /> <br />WHEREAS, the City Council finds it appropriate to place a moratorium on the consideration of <br />such tax-exempt requests until the city's financial position is clarified; now, therefore <br /> <br />BE IT RESOLVED that: <br /> <br />1. It is the policy of the City of Martinsville that requests for tax exemption are not <br />generally endorsed or encouraged; <br />2. A moratorium on the consideration of tax exempt requests by not-for-profit <br />organizations will be in effect immediately and continue in effect until further <br />notice; <br />3. Organizations currently enjoying tax exempt status in the City of Martinsville will <br />maintain such status; <br />4. Organizations who enjoy tax-exempt status by virtue of statutory classification <br />(i.e., churches) are unaffected by this moratorium. <br /> <br />******* <br /> <br />Attest: <br /> <br />Johnathan B.
