-j , -L\ TUESDAY JULY 25, 1978 -- Pursuant to request of the Martinsville Exchange Club (and its Fair Chairman, Mr. M. M. Clingenpeel), and having reviewed the Special-Use Permit issued to said Club on April 22, 1975, for the conduct and sponsorship by the Exchange Club of the annual Martinsville-Henry County Fair at Liberty Heights Fairgrounds during the years 1975 through 1979, Council unanimously continued said permit in force for the forthcoming Fair during the period August 30th through September 4th. subject to the conditions attached to the original permit. - Also. upon request of said Exchange Club, Council unanimously issued a permit to allow the Exchange Club to conduct bingo games during the forthcoming Martinsville-Henry County Fair, subject to compliance with Section 18.2-335 of the CODE OF VIRGINIA (1950, and as amended) and to such other statutes and/or regulations as are applicable. Upon motion, duly seconded and unanimously carried. Council authorized the retaining of special engineering and/or consulting assistance necessary to complete the updating of the City's Comprehensive Plan, preliminary work for which has been done by the City's Engineering Division. The motion included the appropriating of $3,500.00 from Revenue-Sharing Fund surplus to finance the cost of the special engineering services to complete said updating. Council, also. unanimously authorized the proceeding with engineering design work in connection - with the City's raw water pumping station. By a recorded and unanimous vote, Council convened into an Executive Session for the purpose of considering an appointment to the Physical Planning Advisory Committee of the West Piedmont Planning District Commission.
