<br />MONDAY <br /> <br />JULY 17, 1978 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Monday, July 17, 1978, in the Council <br /> <br />Chamber, City Hall, beginning at 5:00 P.M., for the purpose of considering taking steps <br /> <br />necessary to the processing of a formal application for a Federal Grant for funds which <br /> <br />would be used for water system improvements. With the exception of Councilman Francis T. <br /> <br />West, who was away from the City, all members of Council were present, viz., William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; and L. D. Oakes. <br /> <br />Before beginning its consideration of the purpose for which this special meeting was <br /> <br />called, and in consideration of Councilman West's letter (dated July 17, to Mayor Hobson) <br /> <br />requesting a postponement of this special and called meeting until such time, perhaps <br /> <br />later in the week, as Mr. West could be present, with Mr. West further noting that members <br /> <br />of Council were aware of the fact that he would, of necessity, be away from the City several <br /> <br />days during the week and, also, that he received his notice of the called meeting only late <br /> <br />Sunday night (July 16th), Council received from Assistant City Manager-Public Works Director <br /> <br />George W. Brown a suggested schedule of actions necessary to comply with requirements for the <br /> <br />filing of a final application for UDAG grant funds, noting that the pre-application, filing of <br /> <br />which was duly authorized by Council on April 11, 1978, has just been approved by the Federal <br /> <br />Housing & Urban Development agency and (that) notice of an invitation from said agency to file <br /> <br />a final application was received just July 13th, which app1ication--to qualify for consideration-- <br /> <br />must be filed by August 31, 1978, leaving little margin in time to meet all preliminary <br /> <br />requirements in order to file the final application, should Council decide so to file upon <br /> <br />completion of the required processes. Mr. Brown further noted that the formal or final <br /> <br />application must be first filed with the West Piedmont Planning District Commission thirty days <br /> <br />in advance of being filed with the Federal agency.
